China&#8217;s commodity PP supply is concentrated in the top three \u2014 Sinopec, PetroChina (with the Dushanzi complex), and CNOOC. The documentation chain that flows out of those producer complexes is what NSF 61 and FDA 21 CFR 177.1520 qualify against.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where the Regulatory Line Sits Today<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The line splits along two jurisdictions plus a contamination-traceability layer.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The EU Side: Closed for Recycled PP<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under Regulation (EU) 2022\/1616, adopted September 2022 and in force since October 2022, only two recycling technologies are approved for direct food contact: mechanical recycling of food-grade post-consumer PET and closed-loop recycling of food-grade plastic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recycled PP for direct food contact is not on the EU&#8217;s approved-technology list as of late 2026. The line doesn&#8217;t sit on a sliding scale of recycled content \u2014 it sits at zero.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The US Side: Open in Principle, Per-Process in Practice<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The US position runs through FDA&#8217;s voluntary No Objection Letter program under 21 CFR 174.5 and 21 CFR 177.1520 (olefin polymers). Each NOL takes roughly six months for testing and dossier preparation plus three to six months FDA review \u2014 nine to twelve months end to end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NOL belongs to a specific recycling process, not to recycled PP as a category. A buyer who wants &#8220;FDA-grade recycled PP&#8221; buys from a named NOL-holder, not from generic recycled supply. Potable water tightens the line further: NSF\/ANSI\/CAN 61 certification for PP-R hot and cold water pipe in practice tracks qualifying virgin random copolymer resin.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why the Documentation Chain Decides<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A February 2026 IAFNS study by Tumu, Vorst, and Curtzwiler reinforces why the documentation chain decides this question. Nonfood-application PCR PP contained higher phthalates and bisphenols and qualitative IAS\/NIAS than food-sourced PCR PP, with inconsistent contaminant removal during washing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contamination signature of recycled PP depends on where the feedstock came from \u2014 not just how the recycler processed it. Published measurements on virgin PP land at 78.7 kJ\/m\u00b2 versus 19.7 kJ\/m\u00b2 for 100% recycled PP \u2014 roughly a 75% drop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tensile properties (UTS, yield, strain) stay close to virgin up to about 30% recycled content. Impact resistance collapses well before that. Recycled PP becomes engineerable as a blend at \u226430% in non-regulated applications, not as a drop-in replacement for any notched-impact spec.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">MFI Shift: 11\u00d7 Rise Closes Pipe-Grade Substitution<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A 2023 MDPI Polymers thermomechanical study compared virgin Moplen EP440G at 1.3 g\/10 min against recycled PP at 15 g\/10 min. The 11\u00d7 rise indicates severe chain scission. The discount applies cleanly in non-regulated injection, fiber, automotive non-visible parts, and general packaging \u2014 applications that can absorb the impact and MFI penalty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discount does not transfer to compliance applications. Food-contact-approved recycled PP, where it exists, often approaches or exceeds virgin pricing once qualification cost and the small NOL-process universe are factored in.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why Virgin and Recycled Costs Decouple<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The mechanism is structural. Virgin PP cost is petroleum-linked \u2014 feedstock, cracker margins, polymerization energy. Recycled PP cost is collection \/ sortation \/ decontamination linked \u2014 MRF gate fees, NIR sorting yield, wash-line throughput, qualification amortization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stacks move on different cycles and decouple at the food-grade end. Virgin cost can be hedged through producer-complex relationships in a way the recycled cost stack cannot. The adjacent decision \u2014 <a href=\"https:\/\/bastone-petrochem.com\/decide-between-three-main-grades-polypropylene-resin\/\">homopolymer vs random copolymer vs impact copolymer at the grade-family level<\/a> \u2014 closes the spec once virgin-vs-recycled is settled.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Choose Recycled: Non-Regulated, Geometry-Limited Parts<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In non-regulated injection moldings, automotive non-visible parts, construction profiles, general consumer packaging without food contact, and fiber or non-woven applications without tight impact spec, recycled PP penciled correctly is defensible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cap the recycled fraction at 30% for any notched-impact requirement. Go higher only where the part is geometry-limited or impact-insensitive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NEXTLOOPP \u2014 the UK consortium led by Edward Kosior and Paul Marshall of Nextek \u2014 uses PolyPrism fluorescent tracking at 365nm and two-stage decontamination. As of 2024 reporting it had completed EFSA and FDA challenge tests on a 20-tonne MRF batch, with no confirmed final NOL or EFSA approval at that date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Challenge tests passed is not a supply contract you can write today. That gap defines the recycled-PP procurement reality on the food-contact side of the line. For this cohort the documentation chain is the first-order variable, not the property table or the spot price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 10-30% headline discount on recycled is a non-regulated-application phenomenon, and it inverts the moment the qualification clock starts. The &#8216;top-3 producer&#8217; framing isn&#8217;t marketing \u2014 it accurately describes where 75%+ of Chinese commodity polyolefin actually comes from, and that supply concentration is what makes the virgin documentation chain auditable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The harder decision is whether the recycled discount on the non-regulated side is worth the impact and MFI penalty for the specific part geometry.
